In Oregon, anyone who intentionally, knowingly or recklessly causes physical injury, or cruelly causes the death of an animal, is guilty of animal abuse.
Baked into the law is an exemption for good animal husbandry, and that includes common farming and ranching practices like branding and dehorning cattle.
That exemption, however, is insufficient for some animal rights activists, and they have kicked off an initiative drive that, if successful, would likely cancel farming, ranching, hunting and even the setting of a rat trap in the garage.
This initiative, titled the Abuse, Neglect, and Assault Exemption, Modification and Improvement Act, would not only end the animal husbandry exemption, but would classify breeding livestock as sexual abuse of an animal, a Class C felony. The initiative would also remove protections for hunting, fishing, rodeos, slaughtering livestock, wildlife management, pest control, and scientific research.
According to the Yes on IP13 website, the initiative “Would create a system in Oregon where farmers and ranchers are no longer exempt from animal cruelty laws. It would require that animals be allowed to truly live a good life free from abuse, neglect and sexual assault.”
